Set a time limit for editing each thread individually,

Features :

• Ability to set the time after which editing the thread will be prohibited
• Users with "Manage any thread" permission will ignore this limit
• The value of this limit overrides "Time limit on editing own messages" permission and if not set Unlimited or "Time limit on editing own thread" permission if "[OzzModz] Thread Edit Time Limit Permission" add-on is installed and not set to "Unlimited"
